Uniform Guidance

The Uniform Guidance is a set of rules and requirements for federal awards that is used by the government as a framework for managing grants. It is published by the Office of Management and Budget (OMB).

The Uniform Guidance aims to:

  • Reduce administrative burden: The guidance is intended to reduce the burden on recipients of awards.
  • Prevent waste and misuse: The guidance aims to reduce the risk of waste and misuse of federal funds.
  • Strengthen oversight: The guidance aims to strengthen oversight of federal funds.
  • Improve outcomes: The guidance aims to focus grant policies on areas that can improve outcomes at lower costs.

The Uniform Guidance is based on several OMB circulars that were previously separate, including: Administrative requirements, Cost principles, and Audit requirements.

The Uniform Guidance is also known as Title 2 of the Code of Federal Regulations.

Schedule of Expenditures of Federal Awards (SEFA)

The Schedule of Expenditures of Federal Awards (SEFA) is a financial statement schedule prepared by the compliance office that lists an organization’s expenditures of federal assistance for the fiscal year by federal agency, grant number and amount.

Single Audit

Single Audit, previously known as the OMB Circular A-133 audit, is an organization-wide financial statement and federal awards’ audit of a non-federal entity that expends $1,000,000 or more in federal funds in one year. It is intended to provide assurance to the Federal Government that a non-federal entity has adequate internal controls in place, and is generally in compliance with program requirements. Non-federal entities typically include states, local governments, Indian tribes, universities, and non-profit organizations.
