The Annual Financial Report provides an overview of the financial position of the
university as of the fiscal year end. It is comprised of three primary financial statements:
the Statement of Net Position; the Statement of Revenues, Expenses, and Changes in
Net Position; and the Statement of Cash Flows. The report also contains accompanying
notes, which are an integral part of the financial statements and Management’s Discussion
and Analysis.
For financial reporting purposes, the university is considered a special-purpose government
engaged in business-type activities. Accordingly, the financial statements are presented
using the economic resources measurement focus and the accrual basis of accounting.
Revenues are recognized in the accounting period in which they are earned and become
measurable. Expenses are recognized in the period in which they are incurred, if measurable,
including depreciation.
The financial statements are prepared in accordance with generally accepted accounting
principles as prescribed by the Governmental Accounting Standards Board (GASB). They
are audited by the Arkansas Legislative Audit.
